Gatso *does* use radar (Doppler effect) to judge speed and trigger the camera (two pictures) and hence can be 'sensed' by in-car detectors. There is currently an argument going on between Government and manufacturers of these detectors. The Government says they are 'obstructing the course of justice' by allowing people to slow down where there is a camera and so avoid getting caught. The manufacturers say that because the Government claim they are not a revenue raising device but are only placed where there is a safety hazard, and consequently are now called 'safety cameras' instead of speed cameras, the detectors are a valuable safety aid as they give advance warning of a hazardous area before it is reached.
