That is how they are usually done, but if you made small wooden or
plastic wedges to fit, the plate could be made secure as well as
vertical. I made wood wedges that have held up well.
The holes in most USA plates are at top or bottom, so the plate would
seem to block air flow when set above or below the bumper. Many drill
holes in the licence plate itself so that it can be centered on the
bumper. It may be illegal to alter or deface the plate, so let's hope
the constables have better things to occupy their time than to inspect
licence plates on 30-year old MGBs. The wider, shorter plate may cause
less of an airflow problem.
