Surely what matters is the circumference of a tire(tyre to us poms) If
the tire's a bit squashed at the bottom it will affect the radius at
that point but the circumference is not changed. If an unloaded wheel
is 24 inches across then for each revolution it will travel 24 x 3.14
or 75.4 inches regardless of how much air is in it or how much it's
loaded. The circumference is not nogotiable.
