I have one of those on my '68 non-UK spec engine. I'm not sure what it
came out of, by car is a '70, but I don't think it was an MGB.
When I pulled my engine the first time the rubber plug in it was
rotten. It went to dust in my hand.
If you look in the VB Catalog and the Moss catalog, one of them sells a
rubber plug for the hole, but only one of them carries it. (That was
about 7 years ago anyway.)
I don't know for sure what the hole was for, I am guessing some non-MG
application.
