The one with the brass arm is the original style. The "all plastic" one is a
replacement. It would probably be best if you used the same kind in both
carburetors. I believe the all plastic one is the only type currently
available. The level is adjusted by adding or subtracting washers under the
needle valve. If you have to use more than one washer, make sure you tighten
the valve sufficiently -- I have had one come loose, resulting in flooding.
