Isn't this what used to cause a few problems where people would turn the
ignition off while moving (I dunno why... rolling the car forward or
saving fuel :-) and they suddenly found they had a moving car but locked
steering?
Maybe they just turned it to the wrong position?
There certainly SHOULD be a position where the ignition is off and the
steering is not locked, but I am not sure every car maker lets you
remove the keys at this point.
Hey, what would *I* know... I drive pre-steering-lock era cars :-)
