Not hard at all. Going straight and smooth at 45 mph it will rub
lightly. Any left turn over about 45 degree over 20mph and it rubs
hard.
I just went and measured the distance from my tire to the fender on
both sides of the car. The left side is between 1/2" and 5/8". The
right side is about 7/8" to 1". That is only about 1/4" off center.
Larry Hoy sent me the measurements he got from Kelvin a few months
back. (I assume that was our Moss fellow on the list.) The are as
follows:

I think that the backplate butts up to the flange, so I measured from
the back plate of both sides. I came up with a totally wrong number.
~45.5"
Here is me measuring it:

I even double checked!
I also double checked that the axle is a tubed type. (Only one seam in
the pumpkin.)
So I am measuring wrong, but I am not sure how to do it right.
My measurements of the tires really make me almost positive that my DPO
got me again, and put wire on a disc axle. However I would like to be
able to measure this out to make 100% sure.
