Importing cars into the US is a spectacularly complicated
proposition designed, primarily, to *prevent* people from
importing cars into the US. There was a law proposed about
10 years ago that would have allowed a private citizen to
import one car so long as it met the safety and emissions
standards for its country of origin, but the enviro and
safety zealots killed it. Heaven forfend we should have
several hundred cars running around the US that weren't
approved by Ralph Nader!
If you want to sneak something worth $40,000 into the US,
try cocaine. Much less hassle.
