Hi Bob,

   Absolutely!  As I recall, there are two or three bolts along the inner edge
and a 10-32 screw at the bottom.  There is a rubber seal (Moss 282-360/370)
around the edge between the panel and the fender.  If you look immediately
toward the fender area from the wheel, you are looking at the splash panel.  The
joint is probably covered with detritus or undercoating so as to be
unnoticeable.  It took me a few tries to find it when I wanted to install the
automatic antenna into my 77.  It was some other listers who kept me looking.
BTW, I have a left over left side seal (new)on my list of things at
