OK now that I have covered my ass...
The do not retroactively require pre-1974 to meet
current standards, just like they don't require
airbags in Ford Model Ts. That is referred to that
as grandfathering or a grandfather clause.
Returning a 1977 MGB to original spec is legal.
Putting a pre-74 suspension on a 77 is no more
returning to original specs than would putting a
MGTC engine in the same 77.
Does your state have an vehicle inspection law?
Call your local CLEO or BMV office and ask what is
OK. Your insurance may be deamed invalid should
you make these "unsafe" modifications.
I bought a car in California with black and yellow tags.
I took it out of state and didnt pay some transfer tax
since I took it out of state.
It is now illegal for me to bring the car back into California.
I guess I will have to park in in Nevada should I move to California.
