Two part epoxy primers do prevent moisture from passing through the bare
primer to the steel below. Ditzler etching epoxy primer for instance. You
must have a spray gun to apply it. When you're ready to apply a primer
filler over the epoxy, the epoxy must be scuffed up, and a fresh coat of
epoxy must be reapplied, followed by the primer filler.
This is in not an inexpensive solution to the problem though. The stuff is
very expensive.
