MGB Bumpers

I've noticed that the front chrome bumper on my '73 MGB hangs (sags?) below the 
bolts holding the edge of front valance where it attaches to the wing (fender) 
on either side.  On other MGB's  I've seen the front bumper covers the valance 
bolts.  Has anyone else noticed this?   Which way is correct?
