Wire wheel rim bands

Folks,
getting tires mounted on my GT's chrome wire wheels tomorrow and need to
know the following:
These NOS wires have the rubber rim band around the center of the wheel
covering the center spokes but not over the top edge band of spokes
ends. anything supposed to go there or not?
