I bought a spot weld cutter that looks like a minature hole sole from my local
automotive/body parts house. I've only used about two cutters. I broke the
first one. The cutters on my tool are reversable. That is each one acutally
has two sets of teeth. I had good luck with it.

A good drill and plenty of 3/8" or so drill bits for drilling spot welds.
You'll get good enough to feel when you've drilled out the spot weld on the top
panel and not drill through the lower panel. I bought one of those spot weld
drills from Eastwood, but it wore out on the 6th or so spot weld. :(
