Bringing it in

Hello everyone

I have an employee that is from Germany now settled in the U.S.  He wants to 
bring his 82 Mini (convertible, did it himself) over from Germany to the 
States.  Does anyone know if he can do this on this year model?  Not 
concerned with how to get it here, but with the legal implications.  Such as 
will the feds let him bring it in and then register it in the states.  ie. 
Oregon.
