Yes. As I remember, you have to back out the brake switch some amount (1-1 1/2
turns--It's in the manuals). I can't remember why that has to be done but it
surely does or you'll be fighting it forever.
A second possibility is an obstruction in the brake line toward the back. The
dual system should get the fluid to at least one side of the rear brakes.
