Hmmm, I'd try unscrewing it all the way and replacing it, making sure to
seat the cable end properly in its receptacle before tightening it down.
This on the assumption that the threaded cap loosened itself sufficiently
for the cable end to pop out, and thus tightening it would serve no
purpose without ascertaining that the cable was connected. Check both
where the cable joins the angle drive, and where the drive joins the
trans. case. I'm not sure what you mean by "swivels". It shouldn't be
surprising if it rotates around either threaded connection.
I don't know if you caught the discussion recently about right-angle
drives. The consensus seemed to be "get the longer OD speedo cable and
dispense with the right-angle drive entirely". I must admit I arrived at
that conclusion independently some time ago. You just need to route it
properly so it doesn't droop below the chassis and catch on things.
