Almost definitely a blown fuse...if I remember correctly there's one fuse
for all the stuff that the headlight switch turns on. Fuses can and
sometimes do act up, even when they're not blown, when they're damp (and
old); a quick but temporary fix if the fuse is not blown, but sitting in a
fusebox with "not the best" connection, is to try rotating them around,
which I assume  a)rubs some of the crud away from the holder, and b)brings
a non-eroded, hence more conductive, part of the metal on the fuse into
contact with the holder. But if that's the case you should clean up the
fusebox and replace the fuses as soon as reasonably possible.
