A "cold chisel" is the one that is entirely made of steel, that you
hammer on with a sledge (wearing protective eyewear!); as opposed to a
wood chisel, which has the blade inserted into a plastic or wood handle,
like a screwdriver.
But I concur with the other writer... take it to a machine shop! (unless,
of course, it's still attached to an immobilized vehicle, which is what
always seems to be the case).
