If the rack is not installed in the car, such as when you are replacing the
boots, try installing one boot and then turn the rack to the vertical.
Begin to add the oil to the end of the rack; as it fils up, work the rack
back and forth (in and out), distributing the oil inside the rack.  When
the proper amount is installed, replace the boot and install the rack.

It's a pain, but very necessary for rack longevity.  I have seen LOTS of
racks that are stiff loosen up after the oil is changed/added.  I have also
seen lots of racks destroyed by rust, because the oil ran out, only to be
replaced by moisture.
