   The screws just seem to ensure that the drum is on
 properly and fully secured and tightened before the
 wheel is put on. As well, I suppose it also keeps the
 drum attached during roadside wheel changes and the
 like.

Trevor,

I think you're right on... the counterset head of those screws centers the
drum until you get the wheel and lugs on.
