It would appear so. When I got my 75 Midget, the screws were
missing without any ill effects. But I installed them anyways,
they were a few cents.
I guess it's a safety item. Not really once installed,
because the lugs hold the drum on, but a safety item to
ensure that the rear is assembled properly before driving.
This might be from left field, but I could imagine having
the drum on cocked, and tightening the wheel down until the
lugs are tight. First bump or first squeeze of the brakes
and the drum uncocks, and everything is loose.
The screws just seem to ensure that the drum is on
properly and fully secured and tightened before the
wheel is put on. As well, I suppose it also keeps the
drum attached during roadside wheel changes and the
like.
It gives me a warm fuzzy to have the bolts on there now,
anyways.
