Not true.
New cars require cats with O2 sensors (why 2 ?).  If you install a
aftermarket cat kit on your classic car, you get a tax break and you are
allowed to drive on "smog-alert days" in big cities when the air gets bad.
German aftermarket companies (notably Paul Wurm) have developed kits for 
classic carburetted cars so that they can use O2 sensors.  The sensor is
connected to a simple little control box which controls an air bypass
valve.  This valve lets air into the intake past the carb.  The carb is
set to way rich and the computer monitors the mixture via the O2 sensor,
adjusting mixture by adding varying amounts of air via the valve.  Very
simple system that has shown GREAT emission numbers that are consistent as
long as the car is kept in tune.  Often, fuel consumption is reduced and
drivability and power increased.
These kits are being offered for more and more classic cars in Germany.
Of course they are not cheap and the tax break only partially offsets the
cost.
