Coat the surface with light oil and block sand it with metal-finishing
sand paper--start with some 240 grit and finish with 400. 600 is
overkill. Then, clean it thoroughly by washing with soap and water.
Yes, water is what got you into this mess, but this time you'll dry it
and oil-coat it.
Alternative: Have someone bead blast it. This will require
disassembly because cleaning afterwards must be extremely thorough.
