My B has also a hand washer pump. Mine works very well. Push it twice
and it works. When i was restoring my car it didn't work. Because I
had the dash completely off and all switches lying around, I could
easily clean the washer pump in my kitchen sink. There are two
outlets. It is written on the backside of the pump. You should verify
that the right connection is made: One to the water bottle and the
other to the windshield nozzles. (OK, I know that is
straightforward!)  

I like the hand pump because:
1. It is not electric, so no Lucas Price of Darkness problems;
2. It is basic, and completes the rest of the car in vintage, like a
one speed wiper, heater fan on/off position only.

Besides that, what do you think of the wiper system anyway? A
inefficient hand pump completes it perfectly (-: 

I've driven in rain a few times now. Never used the washer pump,
besides demonstration purposes or checking if it still worked.

OTOH, If your pump is really broke, it could be cheaper to go
electric.
