I would start by poping the bonnet, having someone operate the throttle while
you stand outside and watch. A little emperical observation can go a long way.
If you can see where it's binding or hung up, the answer may become obvious.
Could even be a broken return spring or wrongly adjusted linkage. You never
know unless you look.
