I don't know about the Cleveland area.  Here in Ca. I have had both
chemical and media blast at one time or another.  Chemical is not good
for double wall surfaces.  They did not primer after I had my parts
dipped and it was so long ago the cost is irrelevant.
Media blasting I had done last summer.  My engine compartment was $600
and that included a primer coat.
