Your problem area is 4" forward of where yo are measuring, the sloping hood & 
the
front edge of the filter.

Sounds like the engine is too far forward. If you back it up, you can lower it 
as
well. Using Towery's A/C style motor mounts, I have never had a problem. You 
have
added some height with your intake manifold as compared to the Buick/Olds 4 bbl
factory intake, but you should be able to make it fit.

Throw away your mechanical fan, move the radiator and cut away the lower valance
in front of the radiator if necessary & install a 16" puller electric. 
Mechanical
fans are for stationary engines run at a constant speed.  IMHO.
