Gene,
I am unsure of what it is you describe as "plugs".
They may be the smooth heads of bolts that hold the metal panel to the
plywood dashboard. If so, there are little nuts on the back side that
can be undone and the panel pulled toward the cockpit. I believe,
though, that the nuts are so awkward to reach that removing the wood
screws and pulling the dashboard back is the easier way. That entails
removal of the steering wheel first, but I still think it easier.
