Andy,
   Most of the pros install a new drum when a new half-shaft is
installed.  New-to-new parts should have less wear than new-to-old, since
there is always a bit of relative movement between the shaft and drum, as
there is between hub and wire wheel.
    150 ft lbs is the torque value most strive for on that hub nut.
Sometimes that seems to align the holes and castle-nut cuts and sometimes
it doesn't, which presents the dilemma of loosening to get alignment or
tightening the un-tightenable.  Some will use a strong wire through the
holes if alignment does not permit the cotter to pass through; some will
use a shim washer in addition to the standard washer; some will machine
some thickness off the standard washer.
