I have been keeping the car under tarps every winter to "protect" it but

My first thought was along Carl's line of scraping off the bad spots and
temporarily treating the spots with Duro Extend.

Come Spring I will have the time to work on the car and restore it as I
will be retired (I hope)? I did think of sanding it down and painting
it with rustolien or one of the other anti rust paints as a temporary
fix until spring.

Another option may be to spray or wipe all the paint down with WD40.
WD40 is actually a water displacer. Your problem is moisture has
penetrated the paint film and is causing rust between the metal and
paint surface. WD40 may penetrate also and displace and stop the rust.
If you do use WD40 you'll have to thoroughly clean it all off with a
paint prep before sanding down the car.
You also need to keep moisture from coming up under the vehicle when
stored on bare ground.
I was given plans on how to make a small "quonset" out of 3/4" PVC pipe
and one big blue tarp. The cost was quoted as around $50. This would
be preferable to the tarp lying right on the vehicle. The plans are
somewhere on my computer or archive CD disks.
