Removing the plate is easy. The rivet is a threaded rivet. I padded
the jaws of american vice-grip (brand) pliers with cloth, then gripped
the rivet and unscrewed it counterclockwise. I believe that I used a
punch and tapped the inside of the rivet gently once or twice before
trying the pliers on the head. Under the plate there was more rust than
on other parts of the engine, but the paint that was there was an exact
match of the Moss engine paint I'd already purchased.
When the engine returned from the tank cleaning, I found a load of
rusty sediment toward the back of the block on the distributor side. The
cleaning had loosened it (it was soft and pasty) but had not flushed it
clean, so I used wire brushes to clear the area and garden hoses to rinse
it again.
