I went to the Cal web site and researched the mentioned bill, and the only 
thing I could find that would apply to our cars is pasted below:

Vehicle emission standards applied to new motor vehicles, and
to used motor vehicles equipped with motor vehicle pollution control
devices, are standards with which all motor vehicles shall comply.

Since our card did not come stock with pollution control devices, the bill 
does not have any impact on us - unless you want to sell your car to the 
original manufacturer for $2,500.  See below for text from the bill:

automobile manufacturers shall provide,
at minimum, a two thousand five hundred dollar ($2,500) voucher for
the purchase of a new or used vehicle to any person who turns in a
pre-1970 vehicle to that manufacturer for destruction.


Gee, will MG really buy my car?
