I struggled with this a long time before deciding to add the servo.
After my frame off restoration (and no prior experience driving a TD)
I just didn't feel comfortable with the amount of pedal pressure it
took to stop the car. The cylinders were all rebuilt, the shoes were
new and the rear drums were turned. The shop couldn't turn the front
hubs because he couldn't accomodate the bearings on his lathe. I
corresponded on this and other web sites, I readjusted, re bled and
rechecked the brakes several times, had a couple of shops verify that
all was working correctly and listened to other owners tell me how
effective TD brakes are. Some said I should find a shop that could
turn the front drums, others said that they never would allow any of
their drums to be turned. I waited for the new shoes to bed in, which
should have happened by now, 12,000 miles later.
I had upgraded my Mini with a servo and saw what a difference that
made, so I made the decision.
The TD still doesn't stop as well as the Mini, which also has twin
leading drum brakes (lighter car, but only 10 inch wheels) so I still
have a nagging suspicion that there is something wrong with my set-up,
but I can't find it, and the servo stops the car without anxiety.
