Yes, Bob, there should be a cork gasket in there.
Cut out a circle of thin cork, or thick gasket paper, of appropriate
diameter to fit under the lip at the edge of the cap. Then cut a small hole
in the center, to go around the rivet that holds the knob in the middle of
the cap. Next, make a diagonal radial slice in the new gasket so that you
can work it around the rivet and into place in the cap.
