Don, I have 5 P scuttles to check for holes and I'll check them & give you the average. Also, align the bottom flat edge of the chrome windscreen scuttle bracket parallel with the horizontal edge of the scuttle itself for the proper angle of windscreen dangle. It seems to be about 1/8" up off the edge, but with your windscreen assembled snugly and resting down in place, it will tell you where it wants to live. Now, if you use the front edge of the scuttle - again at the bottom edge, and measure back 4", that will be the center point for the leading bolt. And remember, the leading & trailing fasteners are 1/4" machine screws, while the center screw is a wood screw.
