dear all:  what a marvelous group!  and a consensus on the topic as well!

so following the theory that it must be the cutout points stuck : today I
checked the points gap and connected the battery... points are wide open ,
not closed ,and the ign light is lit and the discharge on the ammeter is
pegged at 20 amps. and with the key switched on the ign light goes out.. the
ammeter is still pegged at 20 discharge and the fuel pump ticks.

I do not see any provision for points gap adjustment / armature to core gap,
other than perhaps by bending the little metal arm above the moving contact
armature.  I have not done that.   please advise.

when I forced the points closed there was no change in the situation.

I plan to remove the cutout from the firewall and check for loose
conections.

any more ideas?
