Most of the easy to machine absorb water. I am pretty sure nylon is one of
the worst but a web search would solve that. You want a material that will
not absorb conductive water and has a high natural dielectric. What is it
you can't buy a cap? I would modify the distributor to take a modern cap
rather than make the cap. Much easier if you need a second one and much
better material.
