Push to pass

OK,

Watched the Champ Car(nee CART) race from Long Beach yesterday. They were
talking about the push-to-pass button. Got into a discussion with my neighbor
but couldn't accurately explain the process. He is convinced that NOS is
involved, I know different. The announcers were calling it the Nitrous button
which further clouded the issue.

Anyone have a good explaination, layperson type, on how it works.

Boring race by the way.
