The important point has been posted already-- a line drawn through your
upper & lower ball joints should pass through the center of your tire
contact patch. If it is outside that tire contact patch, wheel torque will
pull (steer) the wheel one way or the other.

This isn't noticeable as long as both tires have equal traction-- the left
wheel torque steer is cancelled out by the right wheel torque steer
(assuming the alignment is correct) but as soon as the traction is unequal,
you suddenly feel the car dart to the left or right and the steering wheel
also pulls one way or the other. Steering a FWD car with strong torque steer
is a nightmare if you have enough BHP to induce wheelspin!

This also happens under hard braking. 

I don't know about toe effects but someone else on this list probably does.
