You're right, of course. I should have gotten fixtures with solid-state
ballasts.
The funny thing, though, is that one style of fixtures (recessed mounting)
are quiet while the others (flush mount) are humming. Both types are made by
Lithonia Lighting.
I'll try some of the suggestions I've received from list members.

the hum is caused by the 50hertz or 60 hertz or what ever you guys run
over there this makes the ballast vibrate which makes the whole fitting
vibrate make sure the fitting is mounted solid and that the ballast is not
loose even slightly this will cure most if not all humming caused by
vibration
