The rule change was due to an accident. It was never fully explained but
my guess is that if a seat is much thicker than one inch the
compressibility creates too much slack in the safety harness and may
contribute to problems. 3 or 4 inches of foam, compressed to nothing in a
high G accident would, would give way too much slack in the harness to hold
you in position.
