Evaporating refrigerent is exactly how you get cooling. You don't need a 
compressor if you store it as a liquid and flash it to a gas at atmospheric 
pressure. It's a once through deal though. If you try to recover it the 
reciever would quickly reach the same pressure as the storage tank and flow
