Thanks to everyone for all the replies. I was intentionally brief in my 
original post. Here is more detail: The car in question already has a bias bar 
adjustment. This adjustment is a balance bar, not a valve. Currently, it is set 
all the way to one extreme which favors the front & still we do not have enough 
front brake bias so we want to change the size of the front master cylinder, 
hence the question.

A brake bias valve from my experience will limit the maximum pressure to the 
rear brakes and only designed to prevent rear wheel lock up under heavy 
braking. Up to the pressure point where the bias valve activates you will have 
uneven brake pressures front to rear unless all of the components in the system 
are sized correctly. Even with the addition of a rocker arm system and twin 
master cylinders sizing is still important as the rocker arm can only do so 
much.
