Pretty sure I mentioned this a few days ago. A new product Star Tron. An
enzyme fuel restoration and stabilizer. It also breaks up water globules and
disperses them so it is burned along with the gasoline and ethanol.
 A small amount of surface rust is not an issue to worry about.
I wouldn't add metal prep acids to a tank, likely to cause seal and gasket
degradation issues (WAG)

Then apply a good gas tank sealant.  I've had the Bill Hirsch product in the
BJ8 for over 20 years with nary a problem 
(on what passes for gasoline in California, to boot).
