[Healeys] Sway Bar #2

 I've replaced all of the bushings on my sway bar and remounted it. I have two
questions

1) Do I need to put the wheels back on the ground (or on ramps) before doing
the final tightening? The car is currently on jack stands

2) How much should I tighten the bushings?
