I don't think it's your carbs.
Use a dynamic timing light to track the timing marks when you rev the
motor. It sounds to me like you are running with severely retarding
timing. When the motor revs up, you should see the timing mark head
up to as much as ~35 deg BTDC. If the timing mark doesn't move, then
it will give you the symptoms you are describing.
