My best guess is that the "sector shaft" need to have it's end play 
(vertical) reduced. A few early cars had shims between the top cover & 
the steering box. shims could be removed to reduce lost motion. on the 
later cars, & likely yours, there is an adjustment screw which can be 
tightened to reduce end play. If you can see the shaft rising, there 
must be quite a bit of freeplay in the steering. Correct adjustment 
would be to remove as much  play as possible without causing any bind or 
stiffness in the steering.

You didn't ask, but if after adjusting the "sector end play, there is 
still free play in the steering, shims can be removed from the steering 
box end cap to reduce worm horizontal movement in the housing.
