Question on Driving lights.

I was at a Brit Car show yesterday and there was a 67 BJ8 there that only
had one front parking light--no dual signal/parking light arrangement. 
Mine is a 65 and it has the dual arrangement.  Were there 67's with only
the one light?  He had his Heritage cert on the car showing a build date in
66.
