Hi Tim,
Each of the rear lamp bulbs has 2 filaments. One is brighter than the
other. I suspect that you have connected these incorrectly. The most
usual point for incorrect wiring is right on the back of the bulb holder
where the wires are secured to the bulb holders with push in bullets.
You might also carefully check that both lamp units are correctly
grounded.

I did some work on the rear end of my car which required me to remove
the rear
lights. When I put it back together the right rear was much brighter
than the
left and flashed at a different rate. It looks like the different
elements in
the bulbs are lit when the running lights are on. Would that make a
difference? Prior to my handywork the lights worked and blinked
perfectly..
